WCID 17 is a Water and Wastewater Utility located in Texas near Lakeway

District 17 seeks applicants for:


1. Assist the CA in the processing of cash disbursements, including review of invoices for reasonableness and the proper coding of the disbursement to the general ledger. Ensure that disbursements are made timely and that, when appropriate, payment discounts are taken.

2. Review the tax receipts reports from the tax assessor collector and compare them to the direct deposits for reasonableness.

3. Ensure that payments/wire transfers are made timely for all debt obligations (i.e.; debt service payments).

4. Ensure the timely reconciliation of the bank accounts once the statements are received. Review the reconciliations for reasonableness.

5. Assist the CA and General Manager in preparing the annual budget, presenting the budget to the Board of Directors, and revising the budget for any amendments thereof.

6. Be responsible for the timely entering of data to the general ledger system, reviewing the entries for reasonableness, adding or deleting G/L accounts where appropriate, and other related general ledger maintenance.

7. Assist the CA with the generation draft financial statements by the fifth business day of the following month. This draft will include interest earned, any bank charges, cash receipts received on customer accounts for the month, billings for the month, estimated tax revenues, cash disbursement and payroll transactions for the month, and entries for the long-term debt account group and the general fixed assets account group. Additionally provide 30/60/90 day aging reports on accounts receivable and accounts payable.

8. Assist the CA generation of a monthly detailed general ledger.

9. As a point of contact for the annual audit, coordinate with the CA to respond to all information requests from the external auditors. Ensure that all accounts are reasonably reconciled. Review any proposed audit adjustments. Review the draft of the audited financial statements and the management letter. Provide the CA and General Manager with comments/responses as necessary.

10. Implement a full cash management system whereby yields on idle cash is maximized (based on investments within the limits defined by the board of directors), deposits and/or transfers are made timely, and funds are reviewed to ensure that they do not exceed FDIC coverage or collateralized balances.

11. Responsible to the Chief Accountant (CA) for verifying that W2’s, 1099’s and other informational returns are accurately completed and delivered timely.

12. Assist with the performance of all functions of administration and customer service including water and wastewater services, water/wastewater billing, inspections, permits, work orders, customer annexations, customer complaints, and any other administrative or customer service matters. Understand and comply with the standard operating policies and procedures of the District.

Accountant Entry Level Requirement – Accounting degree from an accredited four year college or university with a minimum of two years applicable accounting experience. Demonstrated verbal, written communication and time management skills. Familiarity with spreadsheets, word processing, automated accounting systems and knowledge of database systems required. Must be able to process Accounts Payable, Payroll, and maintain General Ledger in a governmental fund-accounting environment.


CUSTOMER SERVICE REPRESENTATIVE – Perform clerical, secretarial and administrative work in answering phones, receiving the public, providing customer assistance, cashering, data processing, utility billing and permitting processes. Will train. Must be able to type 30 words per minute for data entry; have general receptionist experience and ability to interface with the public.

WASTEWATER ASSISTANT OPERATOR – Help operate and maintain wastewater pump stations; check and adjust chemical feed equipment; perform control room duties and operate computers; perform laboratory analysis of wastewater samples.  TCEQ class C or D WW operator license necessary.  Valid TX driver’s license required with Class B CDL.  Ability to work overtime as necessary.


All field positions require HS Diploma or GED; Valid Texas Driver’s License; Ability to work overtime as necessary, and good communication skills.  Tools are provided for all positions.
