Customer Service Manager

Heather Filla joined WCID No. 17 as a Billing Representative in January 2022. Her prior experience as a Customer Service Representative at a water utility, combined with her efforts to streamline billing processes and enhance customer service, earned her recognition as Customer Service Representative of the Year in 2023.

In 2024, Heather was promoted to Customer Service Supervisor, where she oversaw the daily operations of the customer service and billing department, ensuring efficiency and effectiveness. Her leadership in implementing the District’s new billing portal, supervising a team of representatives, and consistently providing exceptional customer care led to her being named Supervisor of the Year in 2025.

In March 2026, Heather was promoted to Customer Service Manager, where she now leads efforts to deliver outstanding service to District customers. Passionate about water conservation, Heather helps guide customers to ensure adherence to the conservation guidelines set by the District as well as the LCRA.
