Authority
As a political subdivision of the state of Texas, the District is a retail
non-profit public utility with the rights, powers, privileges and authority established
by the general laws of the State of Texas, particularly Chapter 51 of the Texas Water Code.
The District is subject to the continuing supervision of the Texas Commission on Environmental
Quality (TCEQ) and federal agencies, and is located within the extraterritorial jurisdictions of
the cities of Austin, Lakeway and Bee Caves.
The District is empowered among other things to purchase, construct, operate
and maintain all works, improvements, facilities and plants necessary for the supply and distribution
of water; the collection, transportation, and treatment of wastewater; and the control and diversion
of storm water. The District is a taxing authority, and may issue bonds and other forms of indebtedness
to purchase or construct such facilities.
